What is the TFCU Visa Reloadable Prepaid Card?
It’s a Reloadable Prepaid Visa Debit Card, which means you can spend up to the value placed on the Card anywhere Visa debit cards are accepted. You can shop in stores, online, over the phone, and by mail order. You can get cash at Visa/PLUS automated teller machines (ATMs) or interactive teller machines (ITMs) worldwide. Each time you make a purchase, the amount of that purchase is automatically deducted from the Card.

What do I need to do before using my Card?
Upon receipt, please sign the back of the Card, then activate and register your Card.

How do I activate and register my Visa Reloadable Prepaid Card and obtain my PIN?
You can activate and register your Visa Reloadable Prepaid Card on TFCU’s Visa Reloadable Card page. Click on the image of your Card type. Read and accept the Disclosure and Terms and Conditions to be directed to TFCU’s Prepaid Card site. Under Cardholder Login, select Need a Login. Fill in the information and select Continue. After the Card is registered, go to Account Activities and select Activate Card from the dropdown menu. A Personal Identification Number (PIN) will be assigned once activation is confirmed. You may also call 1-855-657-8588 to activate your Card and obtain your PIN.

How do I check the balance on my Visa Reloadable Prepaid Card?
Call Cardholder Services at 1-855-657-8588 or visit a full-service TFCU branch to request the available spending balance on your card. Registered cardholders can access your prepaid account on TFCU’s Visa Reloadable Card page. Click on the image of your Card type, then read and accept the Disclosure and Terms and Conditions to be directed to TFCU’s Prepaid Card site. Since a merchant may not be able to tell how much money is on the card, keeping track of your balance is a sure way to know how much you have to spend.

Where can my Visa Reloadable Prepaid Card be used?
The Card can be used to make purchases at millions of Visa debit locations worldwide, and to obtain cash at any Visa Interlink worldwide after obtaining a PIN.

Can I change my PIN after activation?
Your PIN can be changed after activation by calling Cardholder Services at 1-866-760-3156, or you can access your prepaid account on TFCU’s Visa Reloadable Card page. Click on the image of your card type, then read and accept the terms to be directed to TFCU’s prepaid card site.

Are there transaction or reload limits?
Purchase transactions are limited to twenty per day, up to the balance remaining on your Card. For the protection of our cardholders, there are limits to the number and dollar amount of reloads, ATM OR ITM withdrawals, and cash advances performed within a certain time period as well. Who can order or use the Card?
Our Visa Reloadable Prepaid Card can be purchased through TFCU’s website by any member that has a valid TFCU MoneyPlus™ or TFCU Credit Card in his or her name, or in any full-service TFCU branch by any member that has sufficient funds in their share accounts. The individual purchasing the Card is defined as the primary cardholder. The address listed for the primary cardholder must match the billing address for the funding account or debit/credit card used to purchase the Prepaid Card. Secondary personalized cards can be purchased for family members or companions. When purchasing a secondary card for a young person with no card experience, be sure to go over all of the materials that accompany the Card.

Can I purchase a Visa Reloadable Prepaid Card as a gift?
No, Visa Reloadable Prepaid Cards cannot be given as a gift. The Visa Reloadable Prepaid Card is purchased for your own personal use.

Does the cardholder need to sign an agreement?
Each card is distributed with the Prepaid Visa Reloadable Card Terms & Conditions agreement, which fully explains the terms and conditions regarding the use of the Card. The Terms and Conditions agreement can also be viewed online, can be requested in writing to Tinker Federal Credit Union Card Services, PO Box 45750, Tinker AFB, OK 73145, or can be provided to you at any full-service TFCU branch. The cardholder accepts the terms and conditions by signing the back of the Card, using the Card, and/or receiving the Card by request.

What if the item I want to purchase exceeds the value of my Prepaid Card?
If a transaction initiated by you exceeds the remaining balance on the Card, you must inform the merchant before completing the transaction. Any transaction attempted for more than the amount available on the Card may be declined. Therefore, you must know the amount available on your Card and inform the merchant to process the transaction in that amount. You must pay the difference with another form of payment. If you are given value through the use of the Card greater than the balance remaining, you will pay us on demand the amount by which your transactions exceeded the balance remaining on the Card. What happens if I need to return an item?
In the event that you need to return an item you purchased with your TFCU Visa Reloadable Prepaid Card, the merchant will handle the item in accordance with Visa guidelines. The merchant may credit your Card (put the funds back on the Card) thereby increasing your available funds. The funds may take up to seven (7) business days to be credited to your Prepaid Card.

What happens when merchants request authorizations higher than the actual purchase amount?
Merchants such as restaurants, hotels, mail order companies, and automobile rental businesses may attempt to submit authorizations against the Card for an amount greater than the actual purchase amount. Your account will only be debited for the actual amount spent. However, if a merchant attempts an authorization greater than the balance remaining on your Prepaid Card, it may be declined.

What are the limits for Automated Fuel Dispensers?
Automated fuel dispensers will automatically preauthorize $74 (added on top of any merchant’s set preauthorization, which is usually $1). If you do not have the funds available on your Card, the transaction may be declined at the pump. Inside the gas station, however, the preauthorization is normally requested at the actual transaction amount.

What do I do if I have a Non-Personalized Prepaid Card and I’ve reached the 4-load limit?
If you choose, a new Personalized Prepaid Card can be ordered from the website, or by going into your local branch. You can continue to make purchases using your old card until the balance has been depleted.

Can the Card ever have a negative balance?
It is possible to have a negative balance; however, if you are given value through the use of the Card greater than the balance remaining, you will pay us on demand the amount by which your transactions exceeded the balance remaining on the Card. You can check the balance by calling 1-855-657-8588 for balances and transaction history, by visiting a full-service TFCU branch, or by accessing your prepaid account on TFCU’s Visa Reloadable Card page and clicking on the image of your card type. If an overdraft occurs, the cardholder will be required to either reload funds onto the Card or make a payment to Cardholder Services to cover the negative amount.

How do I find an ATM OR ITM when I travel (especially overseas)?
Visit our TFCU and Transfund™ ATM OR ITM locations or use the ATM OR ITM locator found at www.VISA.com for participating Visa ATMs OR ITMs worldwide.

Who do I contact in the case of errors or questions about transactions arising from the use of my Card?
Call Cardholder Services at 1-855-657-8588 or visit a full service TFCU branch. Registered cardholders can access your prepaid account on TFCU’s Visa Reloadable Card page. Click on the image of your card type, then read and accept the terms to be directed to TFCU’s prepaid card site. After logging in to your account, go to Account Activities and select dispute form from the dropdown menu. Disputes and fraud claims must be received in writing at Cardholder Services no later than 60 days after the transaction appears on the transaction activity report in order for a dispute to be processed.

What is a Foreign Exchange Processing Fee?
If any Card transaction is made in a currency other than US dollars, the amount will be converted into the appropriate currency at an exchange rate on the day the transaction is processed. The exchange rate used to determine the transaction amount in US dollars is either a rate selected by Visa from the range of rates available in wholesale currency markets for the applicable central processing date (which may vary from the rate Visa itself receives), or the government mandated rate in effect for the applicable central processing date. In addition, a one percent (1%) International Service Assessment (ISA) fee will be charged.

When I travel, are my receipts in U.S. dollars or the local currency?
Your receipt will reflect the local currency. It is always good to plan ahead and have a general idea of what the local exchange rates are before you travel. This helps you to understand what goods and services are actually costing you.

What happens if my Visa Prepaid Card is lost or stolen?
If you believe the Card has been lost or stolen, or that someone has accessed or may access money from the Card without your permission, contact Cardholder Services immediately at 1-866-760-3156, write to Tinker Federal Credit Union Card Services, PO Box 45750, Tinker AFB, OK 73145, or visit a full-service TFCU branch. You will not be liable for lost value on the Card if you satisfy the following conditions:

  • You call, write, or otherwise contact us to report the Card lost or stolen.
  • You inform us of the Card number and the approximate date of your last authorized use.
  • You report all facts of the loss or theft to us and you cooperate in our investigation.

If you permit someone else to use your Card, we will treat this as if you have authorized this person to use your Card and you will be responsible for any transactions initiated by said person.
